政府主导城市基层治理模式的现代转向

The Modernity Transition of Government-Led Urban Local Governance Model

在城市化和街居制进程下,加强基层治理体系和治理能力现代化的重点之一是加强城市基层治理。当前,政府主导城市基层治理呈现出治理重心下移、技术治理和社会协同的特点,但也面临着治理重心下移的后果与初衷背离、技术运用不足与偏差以及社会协同不足的困境。基于此,按照社会治理现代化的要求,城市基层治理模式的现代转向,应坚持治理理念由"政府本位"向"以人民为中心"转变,治理创新由政府主导向党建引领转向,治理单元由社区向网格延伸,治理平台由部门分割向信息共享迈进,创新层级由基层末梢向市域治理跃升,从而优化社会治理。

In the process of urbanization and street-community,one of the focuses of strengthening the modernization of the local governance system and governance capacity is to strengthen urban local governance.At present,the government-led urban local governance is characterized by a downward shift in the focus of governance,technological governance and social coordination,but it is also facing the consequence deviates from the original intention,insufficient use and deviation of technology and insufficient social synergy in the downward shift of the focus of governance.Based on this,in accordance with the requirements of the modernization of social governance and the modern shift of urban local governance models,we should adhere to the transformation of the concept of governance from"government standard"to"people-centered",the governance innovation should be transformed from government leading to the party construction,the governance unit should be extended from community to grid,and governance platform should be developed from sectoral segmentation to information sharing.Besides,the level of innovation leaps should be transferred from local to urban governance,so as to optimize the social governance.
