新冠疫情的爆发使经济全球化的力量发生了逆转,冲击了全球经济治理的各个层面。全球经济治理失效的根源在于二战之后建立起来的全球经济治理体系并未随经济全球化的阶段性变化而调整。以美国为代表的发达经济体与以中国为代表的发展中经济体在既有规则体系中的互动经历了合作博弈阶段、竞争博弈阶段,如今走进共存博弈阶段。中国应该成为将全球经济治理体系向"新合作博弈"方向推动的重要参与者,可以进行以下方面的努力:一是通过"双循环"提升综合国力,夯实参与全球经济治理的物质基础;二是通过推进区域经济合作与发展,促进全球经济治理多边规则体系重塑;三是通过营造和平与发展的经济环境,塑造符合未来发展方向的制度性话语权。

The outbreak of COVID-19 has intensified the trend of anti-globalization,as well as impacted all levels of global economic governance.The reason of the failure of global economic governance is that the global economic governance system established after World War II has not been adjusted with the changes of economic globalization.The interaction between the developed economies represented by the United States and the developing economies represented by China in the existing ruling system has gone through the stage of cooperative game and competitive game,now is experiencing the stage of coexistence.China should participate in global economic governance and promote the global economic governance system in the direction of"new cooperative games."China needs to work in the following areas:first,to enhance the overall national strength through the"dual cycle",by this way China can lay a solid foundation for participation in global economic governance;second,promote the reshaping of the multilateral rule system of global economic governance by promoting regional economic integration;third,create an economic environment for peace and development,and shape an institutional right in line with the direction of future.
