国家主体功能区作为一项长期性的制度安排,先后经历了规划、战略和制度三种形态,已经成为中国特色国家治理空间思想的重要组成部分。江苏"1+3"重点功能区战略为全国省域主体功能区有效实施提供了有益探索。要完善规划制度体系和组织推进、政策支撑、空间治理与考核评价机制,统筹推进主体功能区制度精准落地和空间治理现代化能力提升。

As a long-term institutional arrangements,the main functional area of our country,has experienced three forms:planning,strategy and system,and has become an important part of China’s national governance space thought.The strategy of Jiangsu 1+3 key functional area provides beneficial exploration for the effective implementation of the main functional area of the national province.We need to improve the system of planning and organization,policy support,space and assessment mechanism,and promote the precise implementation of the main functional area system and the modernization of space governance.
