《职业教育产教融合赋能提升行动实施方案(2023—2025年)》政策文本分析

Analysis on the Policy Text of the Implementation Plan for the Integration of Industry and Education in Vocational Education Empowering the Improvements Action(2023-2025)

以《职业教育产教融合赋能提升行动实施方案(2023—2025年)》为分析样本进行研究,借助政策工具理论,运用文本分析法,构建了政策工具和政策目标二维分析框架,对政策文本进行分析。研究发现:从政策工具维度来看,环境型政策工具使用频率最高,需求型政策工具位居第二,供给型政策工具最低;从政策目标维度来看,各政策目标使用频率较为均衡;从综合分析来看,政策工具与政策目标配置不均衡。为此,从完善政策工具内部构成、弥补政策目标缺失、提升政策工具与政策目标匹配度、构建政策效果评价体系等方面提出针对性建议。

Taking the Implementation Plan for the Integration of Industry and Education in Vocational Education Empowering the Improvements Action(2023—2025)as an analysis sample,the paper analyzes the policy text and constructs a two-dimensional analysis framework for policy tools and policy objectives with the help of policy tool theory and text analysis method.The results are as follows.From the perspective of policy tools,environmental policy tools are the most frequently used,and demand-based policy tools rank second,supply-oriented policy tools are used the least.From the perspective of policy objectives,the use frequency of each policy objective is more balanced;From the comprehensive analysis,the allocation of policy tools and policy objectives is unbalanced.For this purpose,the paper proposes specific suggestions from the aspects of improving the internal composition of policy tools,making up for the lack of policy objectives,improving the matching degree between policy tools and policy objectives,and building a policy effect evaluation system.
