资源依赖理论视角下高职“百万扩招”的院校发展对策探讨

Discussion on the Development Countermeasures of “Million Enrollment Expansion” Policy in Higher Vocational Colleges from the Perspective of Resource Dependence Theory

高职"百万扩招"是高职教育发展的重要契机和挑战,是彰显职业教育类型特征和担当社会责任的重要体现。"百万扩招"政策的落地依赖数以千计的高职院校,高职院校如何整合办学资源、提高资源使用效能是支撑"百万扩招"政策落实的重要基础条件。资源依赖理论视角下高职院校应从组织目标与决策体系、组织运行体系以及组织产出与评价体系等三个方面,系统进行院校办学目标与办学理念创新、学校治理与办学模式变革、专业设置与结构优化、人才培养与教学模式改革、产教融合与社会服务能力提升的改革创新,提升自身的资源获取与使用能力,确保"百万扩招"政策在高职院校落细落小落实。

The“Million Enrollment Expansion”policy of higher vocational education is an important opportunity and challenge for the development of higher vocational education.It is an important embodiment of highlighting the characteristics of vocational education types and undertaking social responsibilities.The implementation of the“Million Enrollment Expansion”policy depends on thousands of higher vocational colleges.How to integrate educational resources and improve the application efficiency is an important basic condition to support the implementation of the“Million Enrollment Expansion”policy of vocational colleges.Under the resource dependence theory,reform and innovation measures such as innovation of school-running goal and concept,reform of school governance and schoolrunning mode,optimization of specialty setting and structure,reform of talent training and teaching mode,integration of industry and education and improvement of social service ability should be taken in higher vocational colleges from organization goal and decision system,organization operation system and organization output and evaluation system.Our ability to acquire and use resources should be improved to ensure that the policy is fully implemented in higher vocational colleges.
