新时代城乡融合发展水平的测度研究——基于新发展理念的视角

A Study on the Measurement of Urban-rural Integration in the New Era——Based on the New Development Concept

对新时代城乡融合发展机制、发展质量的评价应以新发展理念为基本原则。本文在新发展理念框架下,构建城乡融合发展评价指标体系,从多个角度对全国省域层面的城乡融合发展水平进行了测算。结果表明:第一,由于宏观经济处于重要调整期,创新和开放贡献度出现向下拐点,预计会随着自主创新能力和开放水平的增长出现新一轮提升。协调、绿色和共享方面的贡献度逐渐上升,表明迄今为止的宏观政策对推进城乡融合发展意义重大。第二,新发展理念下的城乡融合发展水平存在显著的区域差异,表现为东、中、西部逐渐下降的梯次特征。东部地区城乡融合呈现高水平均衡,中西部地区上升空间较大。自主创新和五化协同将成为下一轮经济发展的决定性动力。

The new development concept should be the basic principle to evaluate the development mechanism and development quality of urban-rural integration in the new era.Under the framework of the new development concept,this paper constructs the index system of urban-rural integration and measures the level of urban-rural integration in provinces of China from multiple perspectives.The results show that,firstly,as the macro-economy is in an important period of adjustment,the contribution of innovation and opening has reached a downward turning point and is estimated to present a new improvement with growing in independent innovation capacity and open level,while coordination,green and sharing are gradually increasing,suggesting that so far macroeconomic policies have been of paramount importance to promote urban-rural integration.Secondly,there are significant regional differences in the urban-rural integration index which are characterized by descending steps in the east,middle and west.Specifically,the urban-rural integration index in the eastern region is at a high level of equilibrium,while there is much room for improvement in the central and western regions.Independent innovation and five coordination will be the decisive driving force for the next round of economic development.
