Practical Exploration and Consideration of Rural Land Finance System in China

我国农村土地制度正经历着从"两权分离"到"三权分置"的转变,建立符合我国国情的土地金融体系是推进农业生产现代化、实现乡村产业兴旺的必要措施。"三权分置"改革取向下,如何在促进土地经营权不断集中的基础上,赋予土地经营权抵押贷款权利,建立金融资本流入"三农"的长效机制,是构建农村土地金融体系的关键。论文在总结我国多地、各类型土地金融探索经验的基础上,就如何因地制宜地构建我国农村土地金融体系进行了思考。

China’s rural land management system is undergoing a transition from the“separation of two rights”to the“separation of three rights”.Thus,establishing the land finance system that conforms China’s national conditions is essential to promoting the modernization of agricultural production and realizing the prosperity of rural industries.Under the reform orientation of“three rights separation”,answering the following question properly is the key to building land finance system:how to grant land management rights mortgage loan rights and establish a long-term mechanism for financial capital to flow into“agriculture,rural areas and farmers”on the basis of promoting the continuous concentration of land management rights.Based on the summary of the exploration experience of various types of land finance in China,this paper considers how to construct China’s rural land finance system according to local conditions.
