双重目标冲突下农业政策性担保运行机制研究——基于新型农业信贷担保的山东实践

Research on the Operation Mechanism of Agricultural Policy Guarantee From the Perspective of Dual Goal Conflict——Based on the Practice of New Agricultural Policy Guarantee in Shandong Province

围绕农业政策性担保的双重目标冲突及其缓解机制,论文基于山东省农业政策性担保实践的研究发现:农业政策性担保双重目标冲突的实质是农业信贷担保业务高成本、高风险与低收益背景下,担保机构在扩大业务覆盖面和控制成本及风险之间面临的两难选择。山东农担基于良好的制度基础,在业务模式、产品设计、风险管理等方面建立了专业优势,在可持续发展基础上不断放大政策效果。其中,客群锁定机制和参与激励机制有助于农业信贷担保政策性目标的实现,收入保障机制、成本控制机制和风险防控机制保障了持续性目标的实现。

Focusing on the dual goal conflict of agricultural policy guarantee and its mitigation mechanism,our research is based on the practice of agricultural policy guarantee in Shandong province.In this paper,we found that the essence of dual goal conflict of agricultural policy guarantee is the dilemma of guarantee institutions between expanding business coverage and controlling the cost and risk under the background of high cost,high risk and low return of agricultural credit guarantee business.Based on a sound institutional foundation,agricultural policy guarantee in Shandong province has established professional advantages in business model,product design,risk management and other aspects,and continuously magnified the policy effect on the basis of sustainable development,among which the customer targeting mechanism and participation incentive mechanism are conducive to the realization of agricultural credit guarantee policy goals,and the income guarantee mechanism,cost control mechanism and risk prevention and control mechanism guarantee the realization of persistent goals.The conclusions of this paper is useful for guiding the improving the operation mechanism of all kinds of policy guarantee including agricultural credit guarantee,improving the efficiency of fiscal expenditure,and alleviating the financing difficulty of agriculture and small and micro enterprises.
