国内农产品“保险+期货”发展研究

Research on the Development of “Insurance + Futures” of Agricultural Products in China

农产品"保险+期货"作为创新型农业风险管理工具,为农户提供了应对农产品价格风险的工具,激活了期货市场的价格发现和风险转移功能,为保险公司找到了新的风险转移途径。农产品"保险+期货"在中国还处于试点阶段,如何开拓与普及,如何使其提升效率,还有许多需要深入研析与探讨的问题。论文通过分析农产品"保险+期货"制度的运行机理,梳理国内的试点实施现状,在识别试点过程中主要问题的基础上,提出了进一步促进及完善我国农产品"保险+期货"的对策建议,以期为构建高效率的农产品价格风险管理制度提供决策依据。

As an innovative agricultural risk management tool,"insurance+futures"of agricultural products provides farmers with tools to deal with agricultural product price risks,activates the price discovery and risk transfer functions of the futures market,and provides a new way to transfer risk for insurance companies."Insurance+futures"of agricultural products is still in the pilot stage in China.How to expand and popularize,and how to improve efficiency,still have many issues that need in-depth study and discussion.This paper analyzes the operating mechanism of the"insurance+futures"of agricultural products,sorts out the status quo of the pilot implementation in China,and on the basis of identifying the main problems in the pilot process for"insurance+futures"of agricultural products,,proposes countermeasures and suggestions to further promote and improve China’s agricultural products"insurance+futures",so as to provide decision-making support for the establishment of an efficient management system for agricultural products price risks in China.
