中国农村金融改革的变迁历程、演化路径与趋向研判

Change Course, Evolution Way and Trend Study of Rural Financial Reform in China

论文认为,新中国70年农村金融改革大致分为五个阶段。论文运用新制度经济学派的"制度-组织-组织场域"研究框架尝试对新中国农村金融改革70年的演化路径进行系统梳理,最后基于"制度-组织-组织场域"的传导机理及帕累托效率改进,研判我国农村金融改革将朝着"制度系统性审视,促进顶层配套制度的有效供给;组织持续革新,促进正规、非正规金融组织的功能互补和有机桥接;服务拓展深化,提供乡土社会高质量现代金融服务;机制实现突破,改善农村金融组织场域的制度环境"等趋向演化。

The rural financial reform in New China can be divided into five stages.This paper attempts to systematically sort out the evolution of rural financial reform in New China by using the research framework of"institution-organization-organization fields"of the New Institutional Economics School.Finally,based on the transmission mechanism of"institution-organization-organization fields"and the improvement of Pareto efficiency,it is concluded that China’s rural financial reform will evolve towards systematic examination of the system,promoting the effective supply of top-level supporting systems;continuous organizational innovation,promoting the functional complementarity and organic bridging of formal and informal financial organizations,and the expansion and deepening of services,provide high-quality modern financial services in local society;mechanism breakthroughs to improve the institutional environment of rural financial organizations.
