脱贫攻坚与乡村振兴的融合发展——扶贫资产管理视角

The Integrated Development of Poverty Alleviation and Rural Revitalization——From the Perspective of Poverty Alleviation Asset Management

脱贫攻坚战略在实施过程中通过产业扶贫等模式形成了大量的扶贫资产,但也存在由于无人看管、无人维护等造成资产流失的问题,而在脱贫攻坚过渡期和乡村振兴稳步推进期内如何管好用好扶贫资产,不仅是巩固脱贫质量的有力保障,也是两大战略有效衔接的重要途径。鉴于此,论文在分析扶贫资产管理必要性的基础上,总结部分地区实践经验,通过对扶贫资产特别是经营性扶贫资产进行确权登记和科学管理,实现产业的融合发展;通过明确管理主体、加强监督检查、规范处置流程,有效提升乡村社会治理水平;通过收益分配制度化来激发农户内生动力,建立农户增收的长效机制。由此提出要通过实施科学化、流程化的管理体系来提升资产管理效率,为实现两大战略的融合发展奠定坚实基础。

During the implementation of poverty alleviation strategy,a large number of poverty alleviation assets have been formed.However,there are also problems such as the loss of assets due to unattended and maintenance.Therefore,how to make good use of the poverty alleviation assets is not only a powerful guarantee to consolidate the quality of poverty alleviation,but also an important way to effectively link up and integrate the two strategies in the transition period.In view of this,based on the analysis of the necessity of the management of poverty alleviation assets,this paper summarizes the practical experience of some regions,and realizes the integrated development of industries through the registration and scientific management of poverty alleviation assets,especially the operating poverty alleviation assets;effectively improves the level of rural social governance by clarifying the management subject,strengthening supervision and inspection,and standardizing the disposal process;and through the institutionalization of income allocation and stimulation of farmers’endogenous motivation,builds a longterm mechanism of increasing farmers’income.Therefore,it is proposed in this paper to improve the efficiency of asset management through the implementation of scientific and procedural management system,so as to lay a solid foundation for the integration of the two strategies.
