“三位一体”框架下的信用合作运行机制与绩效解析——基于江苏兴化案例

The Operation Mechanisms and Performance Analysis of Credit Cooperation Under the Framework of “Trinity Cooperation System”——Evidence From Xinghua City of Jiangsu Province

基于生产、供销、信用"三位一体"框架开展信用合作是发展新型农村合作金融模式的有益探索。论文立足江苏省兴化市供销社参与的8个乡镇农合联社信用合作实践的分析发现,"三位一体"的信用合作模式,通过构建多方利益相关主体参与的组织运作框架,将具有交易关系的生产主体和供销主体整合聚集起来,并在农合联社内设立信用合作服务部,搭建了生产、供销、信用一体化运作平台,还基于镇域产业链搭建了接近需求和分层次满足社员借款需求机制、风险控制机制、风险监督责任机制,其信用合作实践绩效显著。不过,该模式还应该进一步完善利益共享机制、推进"互联网+"和进一步规范信用合作运作机制。

It is a beneficial exploration for the new rural cooperative financial model to develop credit cooperation under the"Trinity Cooperation System"framework of production,marketing and credit.Taking 8 Agricultural Cooperative Association as the research objects,this paper aims to analyze the credit cooperation model under the framework of"Trinity Cooperation System".Through constructing an Agricultural Cooperative Association involving multiple stakeholders and setting up a credit cooperation service department inside it,the model builds an integrated operation platform which comprises production,supply and marketing,and credit.Besides,based on the town industrial chain,the mechanism to meet the loan demand of members at different levels,mechanism of risk control and mechanism of risk supervision responsibility are established.Though credit cooperation model has obtained positive effects,more targeted efforts and programs may be needed to further improve the benefit sharing mechanism,promote the application of internet,and standardize the operation mechanism of credit cooperation.
