支出型贫困家庭社会救助制度研究——基于广州市的贫困调查

A Study on the Social Assistance System for the “Expenditure Poverty” Families——A Survey of Poverty in Guangzhou

目前我国的社会救助制度大多关注的是"收入型贫困"人群,主要是基于收入端的补差型保障,对支出端考虑较少。"支出型贫困"家庭易被排斥在救助体系之外,产生悬崖效应。论文通过分层抽样调查对广州市支出型贫困家庭的人口特征、家庭结构、收入状况、支出状况进行汇总分析,对目标群体现状进行描述,分析支出型贫困问题的成因和特点,并以此为基础,提出建立支出型贫困社会救助制度的基本覆盖内容,对完善现有救助政策、加强社会救助体系的托底保障功能、探索支出型贫困群体救助制度有一定的理论意义和现实意义。

Most of the social assistance system in China focuses on the"income-based poverty"population,mainly based on the compensation type guarantee from the perspective of income rather than spending which excludes"expenditure poverty"families.This paper analyzes the population characteristics,family structure,income and expenditure status of the expenditure-based poor families in Guangzhou by stratified sampling survey.It analyzes the causes and characteristics of the problem of expenditure poverty,and puts forward the basic content of the expenditure type poverty social assistance system,which has certain theoretical and practical significance for improving the existing relief policies,strengthening the basic security function of the social assistance system,and exploring the aid system for the poor groups.
