我国小农户与现代农业衔接的经验和建议——以民勤县和罗定市为例

Experiences and Suggestions on the Connection Between Smallholder Farmers and Modern Agriculture in China——Take Minqin County and Luoding City as examples

文章基于对民勤县和罗定市的调研,观察分析了两地对带动小农户发展现代农业的尝试。结果表明:两地对小农户接轨现代化的尝试均取得了一定的成效,但其小农户与现代农业的推进既存在相容性,又存在互斥性。基于此,文章揭示了现有服务和作用机制的不足,并认为要实现小农户与现代农业的有机衔接,应当从社会环境层面、政策扶持层面、新型农业服务组织层面入手,建立具有我国农村基础特色的现代农业发展体系。

The most effective way to realize the organic connection between small farmers and modern agriculture is to find out a service carrier suitable for bringing small farmers into the development of modern agriculture.Based on the investigations of Minqin County and Luoding City,this paper observes and analyzes the attempts of different natural endowment to promote the development of modern agriculture by smallholder farmers.The two places have achieved some results in the attempt to connect with the modernization of small farmers,but the authors find that the promotion of small farmers and modern agriculture not only has compatibility,but also has mutual exclusion.Based on this,this paper also tries to reveal the shortcomings of the existing service and function mechanism,and holds that in order to realize the organic connection between smallholder farmers and modern agriculture,it is necessary to realize the organic connection between smallholder farmers and modern agriculture.Starting from the social environment level,the policy support level and the new agricultural service organization level,a modern agricultural development system with Chinese rural basic characteristics is established.
