西部边疆民族地区的农村人居环境整治提升,是“乡村振兴”战略实施过程中的突出短板之一。边疆民族地区农村人居环境整治提升有着内外共洽的现实价值,是贯彻落实国家政策布局的客观要求,也是促进区域高质量发展的基本需要与铸牢中华民族共同体意识的重要依托。在当前工作开展过程中,既面临着相对复杂的环境基础和后继乏力的资源条件,也存在着尚待完善的治理格局等主客观问题共存的现实挑战。西部边疆民族地区人居环境整治提升的进一步优化,要实现人与自然和谐共生的目标共生、提升各方面支持供给积极性的资源共生和统筹政治性、生活性与技术性的行动共生,打造生态宜居、安居乐业的美丽家园,实现西部边疆民族地区基层乡村各族群众的共同发展、绿色发展、全面发展。

The rural human settlement environment in the ethnic minority areas of the western border areas of China not only is limited by a harsh and fragile ecological environment but also by a sparse and scattered population distribution and a social development environment lacking internal driving force.Therefore,the optimization of rural human settlement environment in the western border areas is of great significance for the development of these areas.Based on clarifying the realistic value of optimizing the rural human settlement environment in frontier ethnic regions and combining it with the realistic traits of western ethnic frontier areas,this paper purposes to analyze current challenges in optimizing the rural human settlement environment in the western border territories and to put forward relevant suggestions.Research shows that the optimization of the rural human habitat in the western peripheral areas has practical value driven by both internal and external factors;it is also considered an objective requirement to carry out national policy,as well as a basic necessity to enable regional high-quality development and engender momentous support for fostering a strong sense of community for the Chinese nation.Current optimization undertakings face various challenges,such as a relatively complex ecology,weak resource conditions,and imperfect governance pattern.To further optimize the rural living environment of the western frontier ethnic areas,this paper suggests achieving the goals of(1)symbiosis(harmonious co-existence between man and nature),(2)resource symbiosis(increasing the enthusiasm in all sectors for increasing supply),and(3)action symbiosis(the coordination of politics,life,and technology).This,the paper argues,will lead to the building of a beautiful homeland that is ecological and livable,and will accomplish the common,sustainable,and comprehensive development of all ethnic groups in the community-level villages of the western frontier ethnic regions.In short,the optimization of agrarian human settlement environments in western border ethnic minority areas is an important project for border area governance,grass-roots governance,and ethnic affairs governance.This should not only include the improvement of the ecological environment,but also the pursuit of the peoples’well-being,and more importantly,a continuous effort to achieve high-quality development.Although the location characteristics of western frontier ethnic minority areas influence the governance foundation,resource guarantee,and pattern for the optimization of the rural human settlement environment,the richness of its ecological resources,the consensus of local cultures,and the systematization of its internal elements of production strongly support the building a beautiful homeland that is sustainable and livable.To optimize the rural living environment in ethnic areas on the western border,this article concludes the following:First,the optimization of rural human habitat on the western periphery should always adhere to the leadership of the Party;second,the localization of measures(adjusting them to local conditions and human needs)should be followed;third,supervision and monitoring of the optimization of rural living environments in ethnic minority areas in western border lands is to be intensified.
