西部民族地区乡村振兴的人本价值实现研究

A Study on the Realization of Human-Oriented Value in the Rural Revitalization in Western Ethnic Areas in China

实施乡村振兴战略是迈向共同富裕和铸牢中华民族共同体意识的国家重大部署,具有以人为本的价值目标。本文以马克思的人本管理思想为指导,分析西部民族地区乡村振兴的人本逻辑;基于人本价值实现的物质基础和内生发展能力,梳理西部民族地区乡村振兴的主要路径。依据西部民族地区乡村振兴的投入特征与产出效果,将国家重大政策支持作为培育人本价值实现能力的投入因素,提出落实重大政策的对策建议;将服务国家需要作为提升人本价值实现能力的产出效果,从质性研究分析服务国家需要的主要效果。

As a significant deployment for China aimed at achieving common prosperity and forging a strong sense of community for the Chinese nation,the implementation of rural revitalization sets out people-oriented value as one of its main objectives.Findings show that generally speaking China’s rural development has been widespread and successful,indicating that rural revitalization has humanistic value as its unique characteristic,manifested in the fact that it evidently narrows the gap between urban and rural development.Countryside revitalization also seems to promote a free exchange of urban and rural resources,increasing farmers’incomes,and laying a solid and broad material foundation for building a strong sense of community for the Chinese nation.The current development status of the western ethnic areas,the actual demands of rural revitalization,and the main requirements of the Communist Party of China in ethnic work in the new era generate two main reasons for this research:Firstly,the capacity for endogenous development should be cultivated in ethnic minority areas.Secondly,rural revitalization in the western ethnic areas is to serve the demands of the country as a whole.Following Opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy and National Rural Revitalization Strategy Plan(2018-2022),combined with the author’s earlier rural field research and guided by Marx’s human-oriented management thought,this paper tries to analyze the human-oriented logic of rural revitalization in ethnic areas,emphasize the cultivation of the endogenous development ability,and enhance the main effect of rural rejuvenation in order to meet national demands.This writing argues that meeting national needs is a key objective of implementing the countryside revitalization strategy and the standard by which to examine the actual realization of humanistic value of breathing new life into agrarian areas.In fact,ethnic regions conceivably have unique social foundations and natural conditions to better serve the needs of the motherland.In terms of the practical effect of promoting human-oriented value,research results indicate that the main output of rural revitalization includes for example strengthening the common consciousness of the Chinese nation,maintaining social stability in ethnic areas,and protecting the national ecological security barrier.Villages in the western ethnic regions cover a lot of territory but at the same time are thinly populated;they additionally appear to be relatively backward in economic and social terms,which renders the promotion of the human-oriented value of rural rejuvenation both important and complex.In general,this study shows that cultivating endogenous development capacity is both an essential and difficult issue in the realization of the humanoriented value and the problem of educational poverty must be solved to eliminate intergenerational poverty.Results indicate all possible forces in society should be improved and coordinated towards active participation in countryside revitalization to answer urban and rural residents’yearning for a good and beautiful life and promote the realization of common prosperity.
