新时代对口支援民族地区高校的逻辑、动力与路向 被引量:4

摘要 对口支援民族地区高校行动是加快建设教育强国、推进民族地区经济社会发展的重要手段。在新时代民族地区高校助力“反贫困”、推动“产业升级”和践行“教育公平”的社会、经济和教育的逻辑下,对口支援民族地区高校需要激活支援政策储能蓄力的支撑力、区域协调发展的外在驱动力和内涵式发展的内在源动力。通过升级对口支援的纵横层次,构建“省—校”合作战略联盟;下沉对口支援的合作向度,形成基于学科组织的支援体系;建立多元化的监督评估机制,提升对口支援的政策效应等方式,深化实现新时代对口支援民族地区高校行动的改革,助力新时代民族地区高校的高质量发展。 Partner assistance to colleges and universities in ethnic areas is an important measure to accelerate the construction of a powerful educational country and promote the economic and social development of ethnic areas.Under the social,economic and educational logic of universities in ethnic areas in the new era to facilitate“anti-poverty”,promote“industrial upgrading”and practice“educational equity”,to support universities in ethnic areas need to activate the supporting momentum by stimulating supporting policies,the external driving force and internal source power of regional coordinated development.Through upgrading the vertical and horizontal levels of partner assistance,it is important to build the“provincial-school”cooperation strategic alliance;to localize the partner assistance dimensions so as to form up a supporting system based on discipline organization;it is important to establish a diversified supervision and evaluation mechanism,so as to improve the policy effect of partner assistance and other measures,so as to deepen the reform of the partner assistance of colleges and universities in ethnic areas in the new era,and facilitate the high-quality development of colleges and universities in ethnic areas in the new era.
