千万吨矿井不安全行为管控体系研究

Study on control system of unsafe behavior in 10 million tons of mine

为预防作业人员不安全行为引发的矿井事故,确保矿井安全生产,基于海因里希法则,从不安全行为的源头预防、过程控制、矫正教育3个维度,总结提炼出了27条管控措施,构建了一整套包含管理理念、制度建设、工程措施、行为观察、量化查处、绩效考核、亲情管理、心理疏导、阶梯培训等全方位全过程的“1327”千万吨矿井不安全行为管控体系。通过体系长时间的运行表明:作业人员的不安全行为可防可控,千万吨矿井可以实现安全长周期生产,验证了“1327”管控体系的有效性。

In order to prevent mine accidents caused by unsafe behavior of operators and ensure safe mine production,based on Heinrich’s law,from the three dimensions of prevention,process control and correction education of unsafe behavior,27 control measures are summarized and refined,and a set of"1327"10 million tons of mine unsafe behavior control system is constructed,including management concept,system construction,engineering measures,behavior observation,quantitative investigation,performance appraisal,family management,psychological guidance,ladder training,etc.Through the long operation of the system shows that:the unsafe behavior of operators can be prevented and controlled,10 million tons of mine can achieve safe long-cycle production,verified the effectiveness of the"1327"control system.
