保障京津冀区域能源稳定供应的路径研究

Research on the path of ensuring stable energy supply in Beijing-Tianjin-Hebei region

受地缘冲突、能源绿色低碳转型等多重因素影响,世界能源安全面临挑战,国际能源格局深度调整,对我国能源安全产生深刻影响。目前我国能源生产消费结构以煤炭为主,生产消费主要地区高度不重叠,油气资源对外依存度较高,能源安全保障不容忽视;特别是京津冀区域作为政治经济中心,能源稳定供应需高度重视。从国际局势、区域能源生产消费结构、能源储运、区域能源一体化等方面,系统剖析了京津冀区域能源供应保障现状与存在的问题,分析了国外能源供应保障机制,从监控预警、应急保障体系建设、跨区域合作等角度提出保障京津冀区域能源稳定供应的路径。

Affected by geopolitical conflicts,green and low-carbon energy transformation and other multiple factors,world energy security is facing challenges,the international energy pattern is deeply adjusted,which has a profound impact on China's energy security.At present,China's energy production and consumption structure is dominated by coal,the major regions of production and consumption are highly non-overlapping,and the oil and gas resources are highly dependent on the outside world.Therefore,energy security cannot be ignored,especially the stable energy supply of the Beijing-Tianjin-Hebei region as the political and economic center needs to be paid great attention to.From the international situation,regional energy production and consumption structure,energy storage and transportation,regional energy integration and other aspects,this paper systematically analyzes the current situation and existing problems of energy supply guarantee in the Beijing-Tianjin-Hebei region,analyzes the foreign energy supply guarantee mechanism,and puts forward the path to ensure the stable energy supply in the Beijing-Tianjin-Hebei region from the perspectives of monitoring and early warning,emergency support system construction,cross-regional cooperation and so on.
