基于循环经济的黄河流域可持续发展路径研究

Research on sustainable development path of the Yellow River Basin based on circular economy

黄河流域是我国重要的生态功能区、粮食主产区和资源能源富集区,在全国经济社会发展格局中具有重要地位。近年来黄河流域煤炭产业总体发展质量低、生态环境问题突出等问题严重影响了黄河流域整体发展。根据现阶段黄河流域煤炭行业发展现状,总结归纳了5点发展煤炭循环经济的限制的挑战,并建立了基于“3R”原则的煤炭行业循环经济发展模式。设计了以煤炭行业子系统为核心的基于“3C”循环框架的煤炭资源型城市发展理论模型,以期达到缓解生态压力、促进经济转型以及黄河流域可持续发展的目的。

The Yellow River Basin is an important ecological function area,a major grain-producing,and energy-rich area,and plays an important role in the national economic and social development pattern.However,in recent years,the overall development quality of the coal industry in the Yellow River Basin is low,and the ecological and environmental problems are prominent,which seriously affect the overall development of the Yellow River Basin.According to the current development status of the coal industry in the Yellow River Basin,this paper summarizes five limitations or challenges of developing a coal circular economy and establishes the development model of a coal circular economy based on the“3R”principle.At the same time,a theoretical model of coal resource-based city development based on the“3C”cycle framework is designed with the subsystem of the coal industry as the core,in order to achieve the purpose of alleviating ecological pressure,promoting economic transformation and sustainable development of the Yellow River Basin.
