中国能源产业转型升级的制度环境优化

The institutional environment optimization of China’s energy industry transformation and upgrading

能源产业发展离不开制度保障,但能源产业制度的需求与供给常常处于非均衡状态,在我国能源产业快速发展、变革以及世界能源格局深刻调整的大环境下,能源产业制度建设面临两大任务:一是如何解决既定环境下能源产业制度存在的矛盾和问题,二是如何增加能源产业制度供给以应对能源产业的转型升级。统筹这两方面的需求,全面梳理能源产业发展存在的问题和能源产业转型升级的重点领域,从产业链、价值链、生产要素组合3个层面的转型升级建立和完善能源产业制度,构建良好的制度环境,促进能源产业科学发展。

The development of energy industry is inseparable from institutional guarantee,but the demand and supply of energy industry system are often in an unbalanced state.Under the circumstances of rapid development and transformation of China’s energy industry and profound adjustment of the world’s energy structure,the construction of energy industry system faces two major tasks:how to solve the contradictions and problems existing in the established environment,and how to increase the supply of energy industry system to cope with the transformation and upgrading of energy industry.Coordinating the needs of these two aspects,comprehensively sorting out the problems existing in the development of energy industry and the key areas of energy industry transformation and upgrading,and establishing and perfecting the energy industry system from three levels of transformation and upgrading of industrial chain,value chain and combination of production factors can build a good institutional environment and promote the scientific development of energy industry.
