山西省粉煤灰煤矸石绿色发展的思考与建议

Thoughts and suggestions on accelerating green development of Shanxi fly ash and coal gangue

粉煤灰和煤矸石是两种主要的煤基工业固废,也是一种煤炭终端产品和共生资源。山西作为全国的煤炭和煤电大省,加快推进山西粉煤灰、煤矸石的资源化、梯级、分类分质利用,对山西煤炭"减""优""绿"发展具有重要的现实意义。山西省粉煤灰煤矸石面临着堆存量大利用率低、退税优惠依赖性强、产学研融合较弱3方面问题,山西省应加大粉煤灰、煤矸石政府补贴力度与税收优惠,加快粉煤灰、煤矸石产学研融合,以绿色技术创新实现山西省煤炭产业的绿色发展。

Fly ash and coal gangue are two major coal-based industrial solid wastes,but they are also a type of` coal end product and a symbiotic resource. Shanxi,as a nationwide coal and coal power province,has accelerated the utilization of Shanxi fly ash and coal gangue resources,cascades,classifications and qualitative utilization,which has important reality for"minus","excellent"and"green"development in Shanxi. At present,Shanxi coal gangue is faced with three problems:low utilization rate of large stockpile,strong dependence on tax rebate preference and weak integration of production,learning and research. It is suggested that Shanxi Province should increase the government subsidies and tax preferences for fly ash and coal gangue,accelerate the integration of production,learning and research of fly ash and coal gangue,and realize the green development of Shanxi coal industry with green technology innovation.
