产业链与创新链互动促进资源型区域产业转型研究——以山西省为例

Research on the interaction between industrial chain and innovation chain to promote the industrial transformation of resource-based regions——Taking Shanxi Province as an example

科技创新挤出是资源型区域遭遇"资源诅咒"的原因之一,实施创新驱动战略有助于促进资源型区域产业转型升级。以典型的资源型省份山西省为例,分析了产业演进与科技创新的困境,发现山西省产业结构的资源依赖不利于产生创新需求,创新供给不足制约产业结构转型升级。"围绕产业链部署创新链"是山西省化解创新难题的突破口,要在明晰产业链与创新链类型的基础上,按照市场需求导向和产业化方向原则,在资源与非资源产业领域,以产业链与创新链互动促进山西省产业转型升级。最后从培育重点产业创新链、完善关键核心技术创新的组织保障、建立科技创新成果产业化激励机制、改善区域经济环境等方面提出了政策保障。

Technological innovation crowding out is one of the reasons for resource-based regions to encounter the "resource curse",implementing an innovation-driven strategy can help promote the industrial transformation and upgrading of resourcebased regions. Taking Shanxi,a typical resource-based province,as an example,the dilemma of industrial evolution and technological innovation is analyzed,and it is found that the resource dependence of Shanxi’s industrial structure is not conducive to generating innovation demand, and insufficient innovation supply restricts the transformation and upgrading of industrial structure."Deploying an innovation chain around the industrial chain" is a breakthrough for Shanxi to solve the innovation problem. It is necessary to clarify the types of the industrial chain and the innovation chain,and follow the principles of market demand orientation and industrialization direction. In the field of resource and non-resource industries,the industrial chain and innovation chain interact to promote the industrial transformation and upgrading of Shanxi. Finally,policy guarantees are proposed from the aspects of cultivating key industrial innovation chains,improving the organizational guarantee for key core technological innovations,establishing an incentive mechanism for the industrialization of scientific and technological innovation achievements,and improving the regional economic environment.
