摘要
高校作为科学研究的主力军,推行科研经费“包干制”对激发高校科研人员创新活力、提高科技创新效率具有一定意义。采取文本分析法对现有政策文件进行梳理,在分析当前我国高校科研经费管理现状的基础上,探究“包干制”改革的难点。研究表明,“包干制”内容与范围不明确、传统管理思想转变困难、财务管理体系不适应以及内部控制管理不完善等因素是当前高校推行包干制改革的难点。最后基于“放管服”改革的背景提出经费“包干制”实施的应对策略,以期促进该政策尽快落地见效。
Universities are as the main force of scientific research.Pushing overall rationing system is to stimulate the innovative of scientific researchers in universities,which has the significance of improving the rate of scientific innovation.This study used the text analysis to do up the existing policy documents,analyzed the management of research funds,and explored the difficulties of overall rationing system.The research results show the following difficulties:the content and scope of overall rationing system are not clear,traditional management idea is difficult to change,the financial management system is not adapted,internal control management is not perfect,etc.Finally,this paper proposed the countermeasures of overall rationing system to push this policy to implement and to be effective on the basis of the reform of government functions.
