高等教育现代化是国家或社会整体现代化的重要一环。新加坡高等教育现代化发展经历了建国前的萌芽期、艰难的发展初期、打造品牌的转型发展期、大学自治的关键转折期和机遇挑战并存的大变革期等五个重要阶段,体现出实用性、国际化、包容性、全民性及大学自治的特点。面对当今世界的重重挑战,新加坡高等教育现代化发展需要继续以实用主义为内核,把高等教育国际化与大众化作为改革的契合点,将大学自治与政府放权视为支撑变革的着力点。

The modernization of higher education is an important part of the overall modernization of a country or society.The modernization of higher education in Singapore has gone through five important stages,namely,the germination stage before the founding of Singapore,the difficult early stage of development,the transformation and development stage of building a brand,the key turning stage of university autonomy,and the great transformation stage with both opportunities and challenges.It embodies the characteristics of practicality,internationalization,inclusiveness,national character and university autonomy.Facing numerous challenges in the world,the modernization of higher education in Singapore should continue to take pragmatism as the core,internationalization and popularization of higher education as the converging point of reform,and university autonomy and government decentralization as the focal supporting point of reform.
