摘要
自迈入全球化进程以来,尤其随着“一带一路”建设的推进,我国跨境人口与资源流动活跃,跨境“最多跑一次”改革已成为迫切需求。近年来,浙江省侨乡W县设立海外服务中心综合办事平台,借助信息技术与华侨志愿者的力量,开展海外联络,优化办事流程,通过引入视频公证和实行掌上调诉,推动了涉侨事务跨境办理的“最多跑一次”改革。但是改革中也存在着协调乏力、部门惰性、用户体验等方面问题。为进一步深化改革,要加快推动块数据构建,实现跨境公共服务的整体智治。
Since entering the globalization processes,even Belt and Road initiative has been implemented,China’s cross border population and resource mobility are becoming more and more active,and the urgent need for cross border“Once-at-most”reform is put forward.In recent years,W county,a hometown of overseas Chinese in Zhejiang Province,has established a comprehensive service platform for overseas service,developed overseas contacts with the help of information technology and overseas Chinese volunteers,optimized the service process,introduced video notarization and implemented palm raising litigation,and then promoted the“Once-at-most”reform of cross-border handling of overseas Chinese related affairs.However,there are also some problems in the reform,such as weak coordination,departmental inertia and poor user experience,in order to further deepen the reform,it is necessary to promote building block data and realize the overall intelligent governance of cross-border public services.
