收入分配关系民生。协调的分配制度与合理的分配结构,有助于全体人民朝着共同富裕目标迈进。事业单位是经济社会发展中公益服务的主要载体,是新时代中国特色社会主义建设的重要力量。根据顶层设计与宏观调控的要求,以新思路、新机制创新事业单位收入分配制度,建立健全符合事业单位功能定位和行业特点的绩效考核评价体系以及与之相匹配的收入分配办法。从体制机制上确保事业单位在总量调控下自主搞活收入分配,以调动广大工作人员的积极性,为经济建设、社会发展提供均质化高水平的公共管理与服务,建立良性循环、上下联动的收入分配新机制。
The distribution of income is closely related to people’s livelihoods.A corrdinated distribution system and a reasonable distribution structure will contribute to the goal of common prosperity for eveyone.Public institutions are the main carriers of providing pubilc welfare services in ecnomic and social development,and are the significant force in the construction of Socialism with Chinese Characteristics for a New Era.According to the requirements of the top-level design and macro-control,we should innovate the income distribution system of public institutions with new ideas and mechanisms,establish and improve the performance appraisal system in line with the functional positioning and the industrial characteristics of the public institutions and corresponding income distribution method.From system and mechanism,we should ensure that public institutions can activate their own distribution under the control of the total income distribution adjustment to mobilize the entusiasm of the general staff,to provide homogeneous and high-level public management and services for economic construction and social development and to establish a virtuous cycle and an up and down linkage new mechanism of income distribution.
