摘要
伴随着西方"深绿"和"浅绿"思潮在生态治理实践中的缺陷而引发的"环境正义"运动,"环境正义"成为生态文明理论研究和建设实践中人们关注的问题。综合学术界对"环境正义"内涵的探讨,将功利主义和道义论结合起来考虑,可以把"环境正义"归纳为"分配正义"、"矫正正义"和"承认正义"三个方面的内涵。由于生态危机的产生和全球化发展趋势根源于资本主义现代化和资本全球化,当代全球环境治理必须依据"环境正义"的价值原则,在树立人与自然和谐共生关系的有机论哲学世界观的基础上,转换以要素投入为主的传统发展方式,用以科技创新为主导的生态文明发展方式代之,在使国际政治经济秩序民主化的基础上,遵循"共同但有差别"的原则,把发展中国家可持续发展和消除贫困同实现世界的普遍繁荣有机结合起来。
Along with the defects of western "dark green" and "light green" ecological thoughts in the practice of ecological governance, "environmental justice" movementhas become a problem that people pay attention to in the theoretical research and construction of ecological civilization. The comprehensive academic discussion on the connotation of"environmental justice", considering the combination of utilitarianism and moralism, cansummarize "environmental justice" into three aspects: "distribution justice", "correctionjustice" and "recognition justice". Since the emergence of ecological crisis and the development trend of globalization are rooted in capitalist modernization and capital globalization, contemporary global environmental governance must be based on the value principleof "environmental justice" and on the basis of the organic philosophical worldview that establishes a harmonious relationship between man and nature, to transform the traditionaldevelopment method mainly based on factor input and replace it with an ecological civilization development method dominated by scientific and technological innovation, and on thebasis of democratizing the international political and economic order, follow the principle of"common but differentiated", so sustainable development of developing countries and poverty eradication are combined with the realization of universal prosperity in the world.
