加强诚信美德建设、生态道德建设与网络道德建设,是新时代思想道德建设的三大着力点。从道德主体看,公民是普遍性主体,领导干部和青少年,则是全国公民中的特殊性主体。加强官德建设和青少年思想道德建设,是新时代思想道德建设的重点。新时代思想道德建设要以社会主义核心价值观为引领,把诚信美德建设、生态道德建设及网络道德建设,既要融入普遍性的公民道德建设中,也要融入特殊性的官德建设和青少年思想道德建设中,使其相互渗透、相互影响,全面提升全社会的思想道德水平和文明素养。
