新时代村规民约中的生态环境治理规范:基于187份样本的分析

在新时期,生态环境治理规范已经成为村规民约的重要组成部分。从规范形式上看,“三字语”“顺口溜”“山歌民歌”等多样形式获得推广;从规范内容上看,垃圾分类、门前“三包”、卫生收费、检查评比等制度初见雏形。从功能价值上看,新时代村规民约承载了社会主义核心价值观引领、促进法治社会建设与全民守法秩序形成等法治价值。未来,村规民约应朝着“价值引领、合法合规、群众认可、管用有效”的方向发展,逐步构建形式灵活、内容规范的规则体系,健全政府指导、基层自治的形成机制,完善内外结合、充分动员的效力机制,以构筑现代基层社会治理的制度屏障。

In the new era,ecological environmental management norms have gradually become an important part of village rules and regulations.In terms of the form of norms,various forms such as“three-character words”,“jingle”and“folk songs”have been promoted;in terms of the content of norms,the garbage classification system,the“three bags”system in front of the door,the sanitation fee system,the inspection and evaluation system,etc.have taken shape.In terms of functional value,the village rules and regulations in the new era carry the value of the rule of law,such as leading the core socialist values and promoting the construction of a law-abiding society and the formation of a law-abiding order for all people.In the future,village rules and regulations should be developed in the direction of“value-led,legal and compliant,recognized by the public and effective”,gradually building a rule system with flexible forms and standardized contents,improving the formation mechanism of government guidance and grassroots autonomy,and perfecting the effectiveness mechanism of internal and external integration and full mobilization,so as to construct the institutional barrier of modern grassroots social governance.
