中部乡村治理现代化的逻辑——以新冠疫情防控中的江西省L市农村为分析样本

The Logic of Modernization of Rural Governance in Central China——Taking the rural area of L City,Jiangxi Province in the prevention and control of the COVID-19 as analysis sample

中部乡村疫情防控受到组织断裂、公共平台权威失落、正式规范与非正式规范冲突的挑战。为应对防控挑战,江西省L市农村嵌入封闭式管理、广泛化参与和网格式防控措施,取得了高质量的疫情防控效果。L市农村由常规式管理到运动式治理的转换,也得益于以地缘文化、公众参与和平台体系为基础的内生秩序。以公共卫生事件为契机,运用地缘文化,动员群众参与,融合公共平台,落脚于规则之治,对推动中部乡村治理的稳健性与持续性具有重要意义。

The prevention and control of COVID-19 in central rural areas were challenged by organizational fractures,loss of authority on public platforms,and conflicts between formal and informal norms.In response to the challenges of prevention and control,rural areas of L City,Jiangxi Province embedded closed management,extensive participation and control measures of network format,it achieved high-quality epidemic prevention and control effects.The transition from conventional management to sport governance in the rural areas of L City also benefited from the endogenous order based on rural culture,public participation and platform systems.Taking public health events as an opportunity,using rural culture,mobilizing the masses to participate,integrating public platforms,and staying on the rule of rules are of great significance to promote the stability and sustainability of rural governance in the central region.
