基于SUDFA的航空安全监察与法定自查融合机制研究

Research on Integration Mechanism of Aviation Safety Supervision and Statutory Self-inspection Based on SUDFA

运用问卷调查法对民航行政机关、民航监管机关、民航生产经营单位进行安全监察与法定自查融合现状的调查,针对“察查”融合过程中存在的问题,基于SUDFA模型提出一种“察查”融合机制措施,即提高互适应融合意识、剖析内涵式理解需求、培育渗透性融合机制、评估问题性有效反馈、提升有效性自适应整改等。

This paper employs the questionnaire to sort out the current situation in the integration mechanism of safety supervision system,safety supervision,and statutory self-inspection in civil aviation administration,civil aviation supervision administration and civil aviation manufacturers.Based on the existing problems of“safety supervision and statutory self-inspection”integration,this paper puts forward an integration mechanism that considers the SUDFA management process,that is,improving the awareness of mutual adaptation and integration,analyzing the needs of connotative understanding,cultivating a permeable integration mechanism,evaluating problematic and effective feedback,and improving the effectiveness of self-efficacy in adapting to rectification etc.
