The Adjustment and Prospect of U.S.-Latin American Relations Under Biden Administration

拜登就职美国总统以来,以民主、经贸、安全作为对拉政策支柱,对拉美地区推行价值观外交,加强利益捆绑,同时排挤中俄等域外大国势力,以期夯实自身执政地位,并提升美国在拉美影响力。然而,由于其并未摒弃霸权主义思想和“美国优先”思维,加之部分政策遭到国内保守派反对,其对拉政策调整幅度和效果较为有限。美拉关系干涉与反干涉的矛盾未解,拉美依然坚持独立自主的多元化外交政策。

Since his inauguration as the U.S.President,Biden has pursued values diplomacy in Latin America based on the three pillars of democracy,economy and security.By strengthening the binding of interests with Latin American countries and excluding China,Russia and other powers outside the region,Biden’s diplomacy towards Latin America aimed at consolidating his ruling position domestically and enhancing strategic influence regionally.However,the adjustment of U.S.-Latin American relations was limited because U.S.did not abandon its hegemonism and“America first”thinking.Additionally,some of the Biden’s policies were opposed by domestic conservatives in the U.S.The contradiction between interference and antiinterference in U.S.-Latin American relations has been unresolved.Latin American countries still adheres to its independent and diversified foreign policy.
