中美两军关系是中美关系的重要组成部分。特朗普政府期间,虽然中美两国军事交流出现挫折,但纵观这些年中美两军关系发展趋势,双方在构建新型军事关系、推进建立重大军事行动相互通报机制和制定公海海域海空军事安全行为准则方面取得新的进展,务实交流与合作进展比较顺利。多年来的实践表明,战略互信是中美两国两军关系健康稳定发展的重要基础和前提。今天,中美两军关系发展的基本特征仍然是,既有信任、交往与合作,也有猜忌、防范与遏制。中美两军关系依然处于不稳定的态势,没有跳出“发展、停止、再发展、再停止”的怪圈。(1)中美两军关系成为两国关系中的一块短板。拜登担任美国总统后,中美两国关系出现改善的前景,两军关系也会出现改善的契机。

Sino-U.S.military relations are an important part of relationship between China and the United States.During the Trump administration,although there have been setbacks in military exchanges between China and the United States,looking at the development trend of Sino-U.S.military relations in recent years,the two sides have made new progress in building a new type of military ties,promoting the establishment of a mutual notification mechanism for major military operations and formulating a code of conduct for military security in the high seas areas,and pragmatic exchanges and cooperation have progressed relatively smoothly.Practice over the years has shown that strategic mutual trust is an important foundation and prerequisite for the healthy and stable development of military relations between China and the United States.Today,the basic characteristics of the development of Sino-U.S.military relations are still trust,exchanges and cooperation,as well as suspicion,prevention and containment.Sino-U.S.military relations are still in an unstable situation and have not jumped out of the strange circle of"development,suspension,redevelopment and suspension again".This kind of relations has become a short board in bilateral relations.After Joseph Biden became president of the United States,there will be prospects for improvement in Sino-U.S.relations and opportunities for improvement in military relations.
