网络安全视角下中美贸易冲突的分析

On China-U.S.Trade Conflicts from the Perspective of Cybersecurity

基于网络安全目标的政策和法规往往包含贸易限制措施,可能改变贸易均衡和贸易结构,推动贸易报复的产生和升级,这是中美贸易冲突演变的重要动因之一。而在网络技术和应用与贸易过程不断融合的趋势下,网络安全关切难以通过贸易冲突的方式得到解决。本文以网络安全与贸易过程的逻辑结构为起点,分析触动贸易规则的各种网络安全议题,梳理网络安全与中美贸易关系的互动演变,探讨网络安全影响中美贸易关系的主要原因。本文认为,妥善解决中美间网络安全关切,有助于缓解贸易数量失衡和贸易结构扭曲、响应自由贸易和公平贸易诉求,促使经贸关系回归稳定中美关系的作用。

Increasing trade restrictions based on cybersecurity policies and laws have changed the trade balance and trade structure,thereby promoting the emergence and escalation of trade retaliation,which is one of the important driving forces of the evolution of China-U.S.trade conflicts.Under the trend of continuous convergence of internet technologies and trade processes,cybersecurity concerns are difficult to resolve via trade conflicts.This paper takes the logical structure of cybersecurity as the starting point,analyzes various cybersecurity issues that touch the trade rules,sorts out the interaction between cybersecurity and China-U.S.trade relations,and discusses the main reasons for cybersecurity affecting China-U.S.trade relations.This paper argues that properly addressing the cybersecurity concerns of both China and the United States will help alleviate the imbalance of trade volume and distortion of trade structure,respond to free trade and fair trade demands,and promote the return of economic and trade as one of the stabilizers for China-U.S.relations.
