New Rural Collective Economic Development Boosts Rural Governance Efficiency:Experiences and Insights

新型农村集体经济发展是实现农业产业兴旺、农民生活富裕的重要抓手,更是全面实现生态宜居、乡风文明、治理有效等乡村振兴战略目标的基本前提。通过实地调研和非结构访谈收集资料发现,皖中H村通过强化党建引领、土地到村、村企一体等合股联营、统分结合方式,壮大了新型农村集体经济,呈现出推动乡村振兴进程、全面提升乡村治理效能的综合效应。这一创新路径提升了乡村治理效能的预期性后果,对于全面实现乡村振兴战略目标具有正向意义。乡村振兴战略为新型农村集体经济发展壮大创设了有利条件,新型农村集体经济发展也能有效夯实农业产业兴旺根基,为实现农民共同富裕、创造生态宜居条件、促进基层有效治理,进而推动乡村全面振兴提供基本前提。

The development of new rural collective economy is an important tool to realize prosperous agricultural industry and rich farmers’life,and it is also a basic prerequisite for fully realizing the goals of rural revitalization strategy,such as ecological livability,civilized rural style and effective governance.Through field research and unstructured interviews,we found that village H in the central area of Anhui Province had grown a new rural collective economy through strengthening the leadership of party construction,village-based land utilization,and joint-venture management and the combination of centralization and decentralization such as the integration between village and enterprise,with a comprehensive effect of promoting rural revitalization and comprehensively improving the efficiency of rural governance.This innovative path enhances the expected consequences of rural governance efficiency and has positive significance for the full realization of the goals of rural revitalization strategy.The rural revitalization strategy has created favourable conditions for the growth of new rural collective economy when the development of the latter can also effectively strengthen the foundation for the prosperity of agricultural industries,create ecologically pleasant living conditions for the common prosperity of farmers,promote effective governance at the grassroots level,and provide the basic premise for the comprehensive revitalization of the countryside.
