当前建设工程监理存在的问题及对策

Research on Problems Existing in Current Construction Engineering Supervision and the Countermeasures

通过对国家建设工程法律法规的解读和对建筑监理行业现状的调查,发现当前建设工程监理行业存在一些不良问题:监理范围与国际脱轨、建设单位行为不规范、监理范围和安全责任被扩大、承包商把监理人员当作自己的质检员和施工员使用、工程质量是监理出来的等。笔者针对这些问题提出了与之相应的对策:与国际监理接轨;监理单位为建设单位服务,政府规范建设单位行为;遵守强制监理范围规定;严格旁站监理范围;参与工程建设的各方认真履行安全职责;监理人员坚定角色;齐抓共管工程建设质量。

Through the interpretation of laws and regulations of national construction project and investigation of the current construction supervision industry,this thesis points out some problems existing in the current construction engineering supervision industry like disconnection between domestic and international supervision range,irregular behavior of construction unit,extended supervision range and security responsibilities,unreasonable attitude towards inspectors by contractors,project quality supervised by inspector and so on.In view of these problems,the thesis puts forward the corresponding countermeasures as supervision range being in line with the international supervision,super--vision unit providing services for construction unit,construction unit’s behavior regulated by the government,complying with the compulsory supervision range,strict bypassing supervision scope,all parties involved in the project construction conscientiously performing their safety responsibilities,performing firm role of inspectors,and working together for project construction quality.
