习近平在十四届人大一次会议上发出了强国建设的动员令。强国建设有其历史的逻辑,即从孙中山振兴中华的“梦想版”,到毛泽东“四个现代化”的“基础版”,再到邓小平“三步走”战略的“初级版”,直到习近平提出的中华民族伟大复兴。强国建设的内涵包括进入发达国家行列并全面超越资本主义的目标、“两步走”战略安排且成为全党的中心任务等;其外延涵盖经济、政治、文化、社会和生态等各个领域,首要任务是质量强国建设,关键任务是以新型工业化推动制造强国建设,重点是教育强国、科技强国、人才强国建设,由此确定一系列强国战略。创新驱动发展战略以实现高质量发展是最为核心的战略部署,加强强国建设离不开内部条件、外部环境以及领导力量的保障。强国建设的价值观体现在“人民是决定性力量”,实现政治民主、经济民享和民族团结,为此必须做大强国建设的“同心圆”。

Xi Jinping issued a mobilization order to build a strong country at the first session of the 14th National People’s Congress.The construction of a powerful country has its own historical logic,that is,from Sun Yat-sen’s“dream version”of revitalizing China,to Mao Zedong’s“basic version”of“Four Modernizations”,to the“elementary version”of Deng Xiaoping’s“three-step”strategy,and now to Xi Jinping’s great rejuvenation of the Chinese nation.The connotation of building a strong country includes the goal of entering the ranks of developed countries and comprehensively surpassing capitalism,the“two-step”strategic arrangement,which has become the central task of the entire Party.Its extension covers various fields such as economy,politics,culture,society,and ecology.The task is to build a quality country.The key task is to promote the construction of a manufacturing power through new industrialization.The focus is to build a country into a powerful country through education,science and technology,and a powerful country through talent.From this,a series of strategies to strengthen the country are determined.The innovation-driven development strategy to achieve high-quality development is the most core and important strategic deployment.The guarantee for strengthening the construction of a strong country includes the guarantee of internal conditions,external environment,and leadership.The values of building a strong country are reflected in the fact that“the people are the decisive force”.To achieve political democracy,economic benefits for the people and national unity,we must build“concentric circles”in building a strong country.
