摘要
习近平总书记关于网络强国的重要思想,是习近平新时代中国特色社会主义思想的重要组成部分,是对马克思主义的创造性运用,是推进新时代网络强国建设的根本遵循。从思想政治、法律制度、技术创新、数字治理、网络文化、人才培育和国际制度性话语权机构等层面出发,梳理和把握这一重要思想的内在逻辑体系,有助于建构历史、逻辑、实践有机统一的理论体系。分析在国际国内形势下贯彻落实这一重要思想所面临的机遇与挑战并提出相应建议,有助于全面提升治网能力和水平,进而为推动网络空间命运共同体的携手共建提供可资借鉴的思路。
General Secretary Xi Jinping’s important thought on the cyber power is an important part of Xi Jinping thought on Socialism with Chinese Characteristics for a New Era,a creative application of Marxism,and also the fundamental principle to promote the construction of cyber power in the new era.Starting from the perspectives of ideology and politics,legal system,technological innovation,digital governance,cyber culture,talent cultivation and international institutional discourse power,sorting out and grasping the historical context,internal logic,theoretical innovation and essentials of this important thought help build a theoretical system of cyberspace governance with an organic unity of history,logic,and practice.An analysis of the opportunities and challenges faced in the implementation within the international and domestic contexts and corresponding suggestions will helpimprove China’s cyberspace governance capabilities,and provide guidelines for promoting the cooperation and co-construction of a community of shared future in cyberspace.
