数字经济、要素分工与中国高水平对外开放

Digital Economy Economy, Division of Factors and China’s High-level Opening-up to the Outside World

随着数字经济的发展,数据成为重要的生产要素并日益凸显其价值。与其他生产要素相比,数据由于其特殊属性对以要素分工为特征的当代国际分工不仅具有强化作用,而且会推动其向新的方向演进。数字经济的兴起,为中国推动高水平对外开放提供了强大推动力。如果说,中国前一轮对外开放抓住了全球要素分工演进带来的战略机遇,取得了巨大成就,那么新阶段中国实施高水平开放,必须抓住数字技术带来的新机遇,在推动和引领新时期经济全球化的进程中构建国际国内双循环的新发展格局。为此,我们要在加快构建开放协同的数字技术创新体系、构建安全高效的数字技术基础设施体系、布局数字经济领域中的重大科技项目、培育高端高效的数字经济等方面进行前瞻性布局,并尽快取得突破。

With the development of the digital economy,data has become an important factor of production and increasingly highlights its value.Compared with other factors of production,data,due to its special attributes,not only strengthens the contemporary international division of labor characterized by division of factors,but also promotes its evolution in a new direction.The rise of the digital economy has provided a powerful impetus for China to promote high-level opening up.If China’s previous round of opening up to the outside world has seized the strategic opportunities brought about by the evolution of the global division of labor and made great achievements,then China must seize the new opportunities brought by digital technology to promote and lead a new development pattern of international and domestic dual cycle in the process of economic globalization for the new era.To this end,we must carry out a forward-looking layout in accelerating the construction of an open and collaborative digital technology innovation system,building a safe and efficient digital technology infrastructure system,laying out major technological projects in the digital economy,and fostering a high-end and efficient digital economy and making a breakthrough as soon as possible.
