美国的科技政策、人才战略、意识形态与国家利益之间的内在联系,是一个值得关注的领域。对这一特殊领域的内容,中国学者有一些较为深入的研究。梳理这类议题得出的结论是:科技发展需要国家与社会的合作驱动;科学越发达,人才越重要,和平公民与武装战士的差别就越小;在意识形态的较量中,学院派学者与不拿枪军人之间的差别也越来越小;而意识形态与国家利益旗帜鲜明地绑定在一起,是美国国家战略的一个有机组成部分。

The internal connection among American science and technology policy,talent strategy,ideology and national interests is an area worthy of attention.Chinese scholars have made some in-depth studies on this special field.The conclusion drawn from those discussions is:1)the development of science and technology needs to be driven by the cooperation of the state and society;2)the more advanced the science,the more important the talents,the smaller the difference between peaceful citizens and armed fighters;3)in ideological contests,the difference between scholars and soldiers without guns is getting smaller and smaller.The ideology and national interests are clearly bound together and are an integral part of the US national strategy.
