运用TOPSIS法、秩和比法和密切值法综合评价近20 a中国儿童保健情况

Comprehensive evaluation on quality of health care for children with TOPSIS method, rank-sum ratio method and close-value method in China in last 20 years

目的比较3种方法在评价儿童保健工作中的应用价值,了解近20 a中国儿童保健工作质量。方法以出生体重<2500 g婴儿占比(%)、围生儿死亡率(‰)、5岁以下儿童中重度营养不良占比(‰)、新生儿死亡率(‰)、婴儿死亡率(‰)、5岁以下儿童死亡率(‰)、新生儿访视率(%)、3岁以下儿童系统管理率(%)、7岁以下儿童保健管理率(%)等9个指标为基础,采用TOPSIS法、秩和比法和密切值法对近20 a中国儿童保健情况综合评价。结果中国儿童保健情况逐年好转,2016、2015、2014年儿童保健情况最好,1997年较差。结论TOPSIS法、秩和比法和密切值法3种方法评价结果基本一致,综合评价结果可以客观反映近20 a中国儿童保健情况。

Objective To evaluate the application value of three comprehensive methods in children’s health care,to comprehensively evaluate the quality of national child health care in China in the last 20 years.Methods The TOPSIS method,rank-sum ratio method and close-value method were used to analyze and evaluate the proportion of infants with birth weight less than 2500 g(%),mortality rate of perinatal infants(‰),the proportion of moderate to severe malnutrition among the children under five(%),the neonatal mortality(‰),infant mortality(‰),and under 5-year old children’s mortality rate(‰),the visit rate of neonates(%),the systematical management rate of children under three years old(%),and health care management rate of children under seven years old(%).Results The situation of children’s health care had been markedly improved from 1997 to 2016,and the situation was good during 2014-2016,while the situation was relatively common in 1997.Conclusion The evaluation results of the TOPSIS,rank-sum ratio and close-value methods were basically in line,the ranked results were more objective,could comprehensively reflect the situation of child health care in China in the last two decades.
