天然林资源保护工程和生态公益林战略是我国森林资源保护实施的重要工程和重大策略,两者均是国家根据社会经济发展不同阶段生态建设需要所部署的森林资源保护具体行动。为进一步推进林业治理体系和治理能力现代化建设,推动林草高质量发展,开展天然林保护和公益林管理并轨事在必行。通过分析四川、云南两省天然林保护和公益林管理现状,疏理并轨存在问题,并提出相关建议,以期为全国天然林保护和公益林管理并轨提供参考。
