榆林市森林草原灭火体系存在问题与建议

Improving the forest-grassland fire extinguishing system in Yulin city

目前陕西榆林市森林草原火灾不同扑救队伍之间存在推诿责任的现象,分析责任推诿的原因,扑救火灾队伍的非唯一性导致推诿责任。提出建议:1)榆林市地方专业防扑火队伍、应急航空救援队伍、国家综合性消防救援队伍合并成森林消防一支队伍;2)森林消防队伍归属于消防部门管理,负责森林草原火情早期处理和一般、较大火灾的扑救;3)林草部门负责完成森林草原火灾预防任务。此建议旨在夯实责任,杜绝扑救队伍之间的责任推诿,实现火情和火灾能够得到及时处理和扑救。

At present,in Yulin City of Shaanxi province,there exists buck-passing phenomenon among rescue teams of the forest-grassland fire.The reason have been analyzed,and it is think that the non-uniqueness of fire fighting teams is the main problem which leads to buck-passing.It is proposed that:1)three teams including Yulin city local professional fire fighting team,emergency aviation rescue team,national integrated fire rescue team should merge into one team of a forest fire team;2)forest fire brigade belongs to the management of the fire department,being responsible for early handling of forest-grassland fire,and for general or large fire fighting;3)prevention of forest and grassland fires is the main task for the forest-grassland department.This proposal aims to consolidate responsibility for each department,put an end to the shirking of responsibility among the rescue teams,and control the fire trend and put out the fire disaster timely.
