数字经济与林业高质量发展的耦合协调关系研究 被引量:1

摘要 数字经济与林业高质量发展的深度融合是推动经济增长与生态保护协同发展的关键力量。文章采用耦合协调度模型,对比中国30个省份数字经济与林业高质量发展的耦合协调关系及时空演化规律,并借助障碍度模型诊断关键障碍因素。结果显示:(1)2011-2021年我国数字经济与林业高质量发展水平稳步提升,数字经济发展水平年均增长率为11.16%,林业高质量发展水平年均增长率仅为3.05%。二者相互促进,数字经济发展水平较高地区的林业高质量发展水平也较高。(2)两大系统耦合协调度持续提高,从2011年的0.32提高到2021年的0.46,且在空间上存在“从北到南,自西向东”逐渐升高的地区异质性,数字经济与林业高质量发展的协同效应存在正向溢出效应。相对发展类型由数字经济滞后型向林业高质量发展滞后型转变。(3)低水平的林业经济增长、数字产业化、数字创新发展是阻碍两大系统协调发展的主要因素。文章系统把握了我国数字经济与林业高质量发展的耦合协调现状、地区差异及空间相关性,建立了数字经济系统与林业高质量发展系统的耦合作用机制,一定程度上扩展了二者的耦合机理与评价维度。基于研究结论,得出政策启示:应大力提升数字经济与林业高质量发展耦合协调的增长潜力,重视并完善以西北地区为代表的相对落后地区数字经济带动林业高质量发展的协调发展机制,打破区域壁垒,并持续推进数字创新。 The deep integration of digital economy and forestry high-quality development is a key force to facilitate the harmonized progress of economic growth and ecological preservation.In this paper,the coupling coordination degree model was utilized to compare the coupling coordination relationship between spatio-temporal evolution of digital economy and forestry high-quality development in 30 provinces in China,and the key obstacle factors were diagnosed by the obstacle degree model.The results showed that:(1)From 2011 to 2021,China's digital economy and forestry high-quality development showed a steady improvement,the digital economy development level had an average annual growth rate of 11.2%,while the average annual growth rate of forestry high-quality development level was only 3.1%.The two promoted each other,and regions with higher level of digital economy development also had higher level of forestry high-quality development.(2)The coupling coordination degree of the two systems continued to increase,from 0.32 in 2011 to 0.46 in 2021,and regional heterogeneity increased gradually from north to south and west to east,indicating a positive spillover effect of synergy between digital economy and high-quality forestry development.This shift in relative development type reflected a transition from lagging digital economy to lagging high-quality forestry development.(3)The low level of forestry economic growth,digital industrialization and digital innovation were the main factors hindering the coordinated development of the two systems.This paper comprehensively examined the coupling coordination status,regional differences and spatial correlation between China's digital economy and forestry high-quality development.It established a coupling mechanism between digital economy system and forestry high-quality development system,and expanded the coupling mechanism and evaluation dimension of the two to a certain extent.Based on the research conclusions,some policy implications were proposed:Actively strengthen the growth potential of the coordination between digital economy and forestry high-quality development,attach importance to improving the coordinated development mechanism for forestry high-quality development driven by digital economy in the relatively backward areas represented by Northwest China,break regional barriers,and continue to promote digital innovation.
