林业碳汇能力的提升是助力国家碳中和战略的重要保障。加强碳汇市场化机制建设,积极推动生态产品价值实现,不断提升林业碳汇能力,有效发挥森林固碳作用,对助力实现碳达峰及碳中和具有重要战略意义和现实意义。南京林业大学彭红军教授的著作《林业碳汇运营、价格与融资机制》基于林业碳汇项目参与全国碳排放交易背景,构建了林业碳汇运营、价格和融资机制的研究框架,提出了促进林业碳汇价值实现和木材低碳化利用的市场化机制和引导政策。该书系统研究了碳交易背景下林业碳汇的运营机制、价格协调机制以及融资机制,对于推动碳汇交易市场机制、碳金融等领域的研究具有重要的参考价值;从供应链视角研究了林业碳汇经营和碳减排策略问题,创新了低碳经济和绿色金融的研究视角;将林业碳汇引入森林保险机制,研究在森林保险机制下的碳汇林经营策略以及政府的补贴政策,拓展了林业碳汇市场化的研究方向;探讨林业碳汇价值实现纳入全国碳交易体系的路径设计,优化促进碳减排和林业碳汇提升的引导政策,对提高林业供应链生态效益、经济效益和产业竞争力具有重要的理论指导价值,对于碳中和目标的实现路径和政策设计具有重要的指导意义。

The improvement of forestry carbon sink capacity is an important guarantee to help the national carbon neutral strategy.Strengthening the construction of carbon sink market-oriented mechanism,actively promoting the realization of ecological product value,continuously enhancing the capacity of forest carbon sink,and effectively playing the role of forest carbon sequestration,is of strategic and practical significance to help achieve carbon neutrality and emission peak.Based on the background of forestry carbon sink projects participating in national carbon emissions trading,the book Forestry Carbon Sink Operation,Price and Financing Mechanism,completed by Professor Peng Hongjun of Nanjing Forestry University,builds a research framework on the operation,pricing and financing mechanism of forestry carbon sinks,and proposes a market-oriented mechanism and guiding policies to promote the realization of the ecological value of forestry carbon sinks and low-carbon utilization of wood.In the book,Professor Peng Hongjun systematically researches the operation mechanism,price coordination mechanism and financing mechanism of forestry carbon sinks under carbon trading,which is of great academic value in promoting the research of carbon sink market mechanism and carbon finance.From the perspective of the supply chain,this book studies the issue of forestry carbon sink operation and carbon emission reduction strategy,which innovates the research perspective of the low carbon economy and green finance.It introduces forestry carbon sinks into forest insurance mechanisms and studies the operation of carbon sinks under the forest insurance mechanism as well as the government’s subsidy policy,which expands the research direction of forestry carbon sink marketization.The exploration of the path design of forestry carbon sinks into the national carbon trading system and the optimization of the guiding policies to promote carbon emission reduction and forestry carbon sink production have important theoretical values to improve the ecological benefits,economic benefits and industrial competitiveness of the forestry supply chain,and have important guiding significance for the path and policy design to achieve the goal of carbon neutrality.
