Governance of Jiangsu Legal and Political Education:HUANG Yanpei’s Investigation and Reflection

受清末预备立宪、科举制度遗毒和"学而优则仕"思想的影响,民国初期江苏的法政教育脱离了社会经济发展状况,导致高等教育结构严重失衡。时任江苏省教育司长的黄炎培以强烈的忧患意识和问题意识开展调查研究,从高等教育适应社会经济发展的高度提出了治理江苏法政学校的主张,重点发展高等实业学校,优化高校学科专业设置,为民国时期江苏高等教育的均衡发展做出了重要贡献。

In the early years of the Republic of China,due to the influence of the constitutional preparations in the late Qing Dynasty,the legacy of the imperial examination system,and the idea of"learning and being better",Jiangsu’s legal and political education was separated from the social economy and developed in a deformed manner,leading to a serious imbalance in the structure of higher education.At the time,HUANG Yanpei,the director of the Jiangsu Education Department,immediately launched an investigation and study with a strong sense of urgency and problem,analyzed its causes,and pointed out its harm.From the height of higher education to adapt to social and economic development,it puts forward the rectification and control of Jiangsu Law School,focusing on the development of"senior"industrial colleges,optimizing the disciplines and other professional management strategies in colleges and universities.The policy has made an important contribution to the balanced development of Jiangsu higher education in the Republic of China.
