Potential Risks and Solutions of Intellectualized Grassroots Social Governance Based on a Case Study of Z District in Y City

优化基层社会治理智能化建设,化解智能化治理风险,要求以韧性驱动下的技术赋权和社会赋权为导向,兼顾技术理性嵌入和公共价值重塑。案例研究发现,以多元网格形塑治理结构、以部门协同再造治理流程、以精准防控抵御治理危机为路径,能够实现技术理性的有效嵌入,进而变革政府治理机制和服务流程,提高基层治理效率;以需求表达凝聚社会公共利益、以组织化参与打造社区邻里共同体、以居民满意度评估基层治理能力为路径,能够实现公共价值的有效重塑,进而催生实质性的社会参与,真正激活社会治理的内生动力。研究表明,通过技术赋权和社会赋权的双重发力,方可构筑国家与社会之间的相对均衡和功能互补机制,从而提升基层社会治理能力。

Optimizing the intelligent construction of grassroots social governance and resolving the risks of intelligent governance requires the orientation of technological empowerment and social empowerment driven by resilience,taking into account the rationalization of technology and the reshaping of public value.Case studies have shown that reshaping the governance structure with dual grids,rebuilding governance processes through departmental collaboration,and using precise prevention and control to resist governance crisis can achieve the effective embedding of technical rationality,transforming government governance mechanisms and service processes and improving grassroots governance efficiency.Integrating social public interests by expressing needs,building community neighborhood communities by organizing participation and evaluating grassroots governance capabilities by satisfaction of residents can achieve the effective remodel of public value,to catalyze substantial social empowerment and social participation,and truly to activate the endogenous power of social governance.Only through the dual force of technical rationality embedded and public rationality can the relative balance and functional complementation mechanism between state and society be constructed,and the grassroots social governance capabilities can be improved.
