社区治理绩效:评估指标体系与实证分析

Community Governance Performance: An Evaluation Index System and Empirical Analysis

城乡社区是基层社会治理的基本单元,是国家治理体系和治理能力现代化的微观基础。笔者从"社区治理体系现代化—社区治理能力现代化"两个维度出发,提出社区治理绩效就是社区治理体系与治理能力现代化目标的实现程度,具体表现为社区社会秩序、人际关系和居民福祉等公共利益实现的总体效果。基于此,构建社区治理绩效评估指标体系,并以中国综合社会调查(CGSS2015)为评估样本,实证评估我国城乡社区治理绩效。研究结论表明,我国城乡社区治理绩效在不同方面存在不同程度的差距,农村社区的"社会秩序"和"人际关系"治理绩效高于城市社区,而"居民福祉"治理绩效却低于城市社区。因此,改善城市社区居民邻里关系、提升农村居民公共服务满意度是下一步推进城乡社区治理一体化的重点方向。

Based on the two dimensions of"modernization of community governance system-modernization of community governance ability",this paper proposes that the performance of community governance is the degree of realization of the goal of modernization of community governance system and governance ability,which is embodied in the overall effect of realization of public interests such as community social order,interpersonal relationship and residents’well-being.Based on this,the paper constructs a community governance performance evaluation index system,and takes China Comprehensive Social Survey(cgss2015)as the evaluation sample to evaluate the urban and rural community governance performance in China.The results show that there are differences in different aspects of governance performance between urban and rural communities in China.The governance performance of"social order"and"interpersonal relationship"in rural communities is higher than that in urban communities,while the governance performance of"residents’well-being"is lower than that in urban communities.Therefore,improving the neighborhood relationship of urban community residents and improving the satisfaction of rural residents’public services are the key directions to promote the integration of urban and rural community governance in the next step.
