社会心理服务体系嵌入基层社会矛盾化解:效应及其限度——基于西县信访治理实践的思考

The effect and limit of social psychological service system embedded in grass-roots social contradictions

社会心理服务体系的构建,为基层社会矛盾化解提供了新的动力,推动了基层社会矛盾化解理念开始由强制管理转向顾客服务,化解结构由单兵突进转向整体联动,化解技术由主观判断转向客观评估。但是,社会心理服务体系在基层社会矛盾化解中还存在道德风险、目标异化、工具失灵等困境。因此,只有规范治理规则,实现治理主体无缝隙对接,保证地方政府与社会心理服务组织的良好互动,才能实现基层社会矛盾化解取得良好成效。

The construction of the social psychological service system has provided a new impetus for grass-roots social governance innovation.It promoted the concept of social governance at the grassroots level from"mandatory management"to"customer service".The governance structure changed from"single soldier advancement"to"global linkage",and the governance mode was changed from"departmental division and division"to"collaborative co-governance"."Subjective judgment"turned to"objective evaluation".However,social psychological service system still has dilemmas such as moral hazard,target alienation and tool failure in the grassroots social governance.Therefore,standardizing governance rules,achieving seamless communication between governance entities,and ensuring good interaction between local governments and social psychological service organizations can achieve good results in local government grassroots social governance.
